4th Kazekage on the same tier as Tsunade and Mei?

Hey guys on my tier list:

I have the 4th Kazekage Low-Mid Kage tier and Tsunade and Mei Mid Kage level.

Should I move the 4th Kazekage up mid Kage level or bring down Tsunade and Mei because I have Deidara and Kakuzu in Mid Kage Level along with Mei and Tsunade and I don't think Mei and Tsunade are as strong as them.

Options:
1. Do I move Tsunade and Mei down to low-mid with the 4th Kazekage?
2. Do I move 4th Kazekage up to Mid Kage tier with Tsunade?
3. Do I move 4th Kazekage up to Mid Kage tier and Tsunade and Mei to Low-Mid?

Here's my main question, do you believe Mei, Tsunade, and the 4th Kazekage belong with Deidara, Kakuzu, and Guy in the Mid Kage tier?

Tsunade = Orochimaru

I think either Tsunade and Mei shouldn't be in the same thing. Tsunade deserves higher to be honest. Tsunade should be with Jirayah, same with Orochimaru, Orochimaru is just crafted and had excess to things, they are still pretty equal

Well I'm going to be a bit aggressive here and say that the 4th Kazekage should be on a tier higher than Mei and Tsunade. However, Mei and Tsunade fanboys/fangirls will disagree.

All 3 of those lose to Deidara, Kakuzu, and Guy, keep them in the same bracket, they are all relatively on par with each other
