There seems to be a trend of haters who say the fourth is weak because of his past coincidence by oro and gaara. However thats just BS!!XD
1) the wind daimyo cut off suna's funds,thereby dooming the village to extinction,however,he was able to summon enough gold dust to not only pay for the entire suna,but to keep them among the top 5 villages.essentially carrying the village's existence on his head.
2) he was able to use enough gold dust to envelop the shukaku,a tailed beast who had sand based powers exceeding those of gaara's and this was while in the desert and he could still do this ,meaning he could handle a tailed beast himself,unlike other elites who could take on v2 jins,but had no answer when they went full bijuu.
3) orochimaru assasinated him IIRC,that dosent make him weak,he trusted orochimaru and got back stabbed. Even the most powerful of shinobis can do down like that,if one they trust turns around and betrays them.
4) he is able to instantly create gold dust into the above surface with no prep whatsoever and his gold dust wave is stronger than gaara's sand tsunami. He possesed jiton,which allowed him to manipulate repulsive forces of magnetism to make his gold dust move just as fast as gaara's gourd sand despite being 7 times heavier. He could also manipulate attractive forces to pull gold dust to him from the environment and the time is almost instant,all it takes is a handseal and then he brings it out,with quantities enough to overpower shukaku and alter a landscape.
5) his skill with gold dust was known enough that onoki said he was a great leader and the 3rd raikage,who initially didnt recognise him,instantly recognized him after he stopped the sand tsunami because of his gold dust,whih means he must have had a reputation for that,his reactive skills to the attack prompted the mizukage to tell him that he came up with a counter quite quickly. Of all the kages including muu,a sensor,he was the only one who spoted the 3rd eye that gaara was using,showing a good level of clarity and sharp senses.
7) he was handpicked by kabuto to be an edo and was put alongside the other kages,all of which were high kage level shinobis,i doubt kabuto would bring him there if he was fodder.
6) in his fight against gaara,he easily kept up,blocking all of gaara's attacks despite the use of the gourd sand which is very fast, until gaara forced him to lower his defences by attacking all the other kage there,making him protect them and since he didnt have an auto defence,he was caught from below,but this trick has worked on gaara as well as seen with deidara,and when he saved mei and got attacked by the susanoos,and on kimimaro,and even madara too,when he was pulled out,even after getting caught,he still managed to get off a few attacks before allowing gaara to seal him.
7) he was able to copy techniques from shukaku's jin,which shows great skill and intelligence as minato also did the same with his rasengan,he was able to master the third eye tech, most definately could fly as well. Since gaara was a kid when he died and he himself taught gaara,he copied it from another jin,and he taught gaara ninjutsus which means he taught gaara most of his sand techniques in part 1.
8) kishi most likely trolled him greatly by making oro kill him,because there was no point in oro killing him,as he could aid gretaly and also provide funding. Kishi probably just figured that he would cause serious trouble to konoha. He could have escaped gaara's sealing tech by just mixing in gold dust within,just like he did with the sand tsunami.
