Remember, Tsunade does have the Yin Seal, which she can use to perform the S-Rank Creation Rebirth and it's enhanced form which can almost instantly regenerate any part of herself fully even after being bisected, can summon Katsuyu who possess the 2nd greatest healing technique of any summon/ninja (only Tsunade tips Katsuyu) in the whole NV and a highly corrosive acid that can melt rocks with no difficulty, and she also possesses that A-Rank technique (who's name I forget) where she can mess around with a ninja's nerves so for example, if the ninja tries to move their arm, they'll move their leg instead. In my book this is enough to give Tsunade a 5 for ninjutsu, so I have no clue what you're talking about.

The Byakugou is also an S rank technique.
So basically she develpoted two 'S' rank techniques, and mastered an 'S' rank seal, the Yin seal. Having three forbidden techniques is not bad

Here, I gave Fourth Databook possible stats to characters, based them on Previous Databook(if there was about them) and improvements they have done since previous databook. Moreover I added explanation part =D

Reason that I think my stats were better: is fact that I based new stats=previous stats + improvements since then LOL

Well he cut Bee's tentackles with a Kunai. He should be strong IMO.

In the 3rd databook they had the same score as well. Base Naruto, without Sage mode and Kurama's powers, isn't stronger than the current Sakura.

I just listed the ones i don't agree and tried to justify them, when possible ofc.

Hashirama (=38.5):

Tobirama (=36):

I don't think its a great list, but it comes down to opinion and on that front a think its overall good.
