1 he still has a partialy charged gedo mazdo that thing can wipe out an entire force in it self and has yet to be used fully
2 he has the hachibe and kyuubi jin killer bee and naruto right in front of him i hardly doubt he won't pull out anything that it least won't have one if not both captured. like for example gedo mazdo as a distraction and warp killer bee or naruto and maybe even both. but he needs to be fast because should naruto achive bijuu form again that battle will go south
3 large battles have not always won wars somtimes people op like tobi can technicaly call him self a one man army he still has shikaku to play were ever he is. after all his main goal is the infinite tsukuyomi which means the capture and sealing of the 8 and 9 tails bijuu. so technically this a war of who can advoid making a huge error first
4 edo madara still in the game and he him self could be more than a match for even a bijuu naruto. tobi has the possiblity of being some form of edo. because if he is as old he claims to be then i would know who it is.
even if as you read this tobi will still loose the war in it self. because we all know that naruto is not a tragedy were the hero dies and the villain lives.
