I didn't finish Okami, but it didn't seem like she was all that strong. Any of the Hokage can solo IMO.

You really think? She can literally stop time and chop enemies in half as her first move in the game. She can also create suns etc. Her only real weakness as such is water, which makes Tobirama the most credible threat tbh.
