Madara probably wins high difficulty. Reacts to BSM Naruto who's faster than this version of Gai, has the Sharingan which can predict movements. V1 Ay stated that he had to up his speed against him and he did react physically to V1 Ay despite a distraction from Mei. Yes Gai has what it takes to pressure him in a Taijutsu fight but with his skilled use of the Gunbai(better than Obito), he would most likely win.

At the same time, Gai showed sheer skill being able to battle and pressurize Obito despite his MS which probably grants better precognition and his intangibility which makes it incredibly difficult for a Taijutsu user to battle him. Gai with the gates can give Madara problems in a CQC since he can easily react to him, speedwise on the same level as him given the conditions and has superior taijutsu good enough to battle and probably take the Gunbai from Madara in a similar way
