I doubt Kakashi isn't fast enough to dodge Hiashis movements,air palms or striking speed especially when Kakashi has got the 3T which allows the user to foresee the enemy attacks.
Kakashi is able to use clones, which would surround Hiashi attacking by turns waiting for an opening. Hiashi can't use Hyuga Rotaition constantly, when he stops he is prone to lightning dogs from different directions, which can dodge air palms by itself due to their zig-zag course.

Yep, barely deviating the direction of a arrow capable of making trees bend when its passing by like their in the eye of a storm is a nice feat, those arrows carry a haxed amount of force behind them, easily able to clean out over 70m of forest to get their target in a flash.
