Maybe in sasukes era, but just looking at the flashbacks and war periods we see all the uchiha have sharingan. I don't remember it being stated in current times that the uchiha were the current best clans.

I wouldn't put it past the possibility that the sharingan always belonged to a smaller sub-group of the Uchiha clan, just the size of that group changed over generations when peace and larger villages were founded.

It was probably because the population was so high, they had an active force of heavy sharingan users. I doubt the distribution of the sharingan would change so vastly in what, 80 years? Two-three generations?

Well look at the senju and Uzumaki, they are basically no more in the current age. There was also a strong clan called the hagoromo clan that seem to no longer exist as well.

So yeah, I'm sure the uchiha grew drastically weaker over time.
