we dont know much about tobirama but we know he lost to ginkaku and kinkaku, and the 3rd raikage went one on one with the eight tails.
abc logic really isn't a good thing but honestly the raikage would not have lost against ginkaku and kinkaku. so untill we have more details about how tobirama lost the raikage wins as far as im concerned
