Raikage's body is as hard as steel, when Fukasaku's similar suiton/tongue cut through steel like butter. Tobirama takes both.
Third Raikage was Superhuman, steel was just one of many ways to describe his durable body. He was known to have the strongest shield, and only powerful long range wind techniques could get past his defense (not damage him, just get past his defense). And lets not forget that he could use the heavenly transfer technique to transport his entire self without receiving a scratch. Even Ay needs his Lightning Armor to withstand that, and the Rasenshuriken (the most powerful wind technique) only stunned him for a few seconds.
Oh and my favourite, a tailed beast bomb cannot even kill him, nor does it leave a scratch on his body. His body is even stronger than steel, which is what some people fail to realize.
Everything I've said is in the manga, don't underestimate his defense. Tobirama has absolutely nothing that can get past it, even a Sage enhanced Rasengan can't hurt or damage him.
Even if Tobirama has Sage Mode I highly doubt he'd break through his defense.

If Temari could dice him in base, I don't see how Tobirama couldn't via Suidanha.
What part of Wind > Lightning do you not understand? Temari probably has the strongest Wind Techniques after Naruto. Show me the scan of Tobirama's powerful wind technique please!
Also, if you paid any attention, you will notice that the Raikage wasn't in his lightning armor when Temari cut him. If he was, it wouldn't have done anything. And if I remember correctly, it wasn't just Temari's jutsu. It was another 2 wind users along with Temari that combined their jutsu to make a wide range wind attack. If it wasn't wide range, Raikage would have dodged it easily with his speed.
Also with the image you posted, you left out the part where the Raikage doesn't even get knocked down by the attack (all it does it cut him a little) and then proceeds to blitz the alliance fodder that try to seal him.
