3rd raikage. From what weve seen of minato's abilities rasengan WILL not penetrate the 3rd's defence.

Minato has like a 170 IQ and Naruto did not have this luxury. And Minato's experienced so he most likely knows some stuff about the 3rd as well.

No he isn't faster, they were fighting him and weren't worried that much about his speed, mostly his attack power. The 3rd Raikage though is stronger for sure but he wud lose to Minato, Minato cud spam ftg to dodge all the attacks and summon gamabunta to fight him and I know Gami wud lose but Minato cud summon Ma and Pa who wud put the 3rd in that genjutsu and Minato wud rasengan his head off.
