Buakugan is so raikage can sense win naruto atacks

3rd Raikage dosen't need Byakugan to react to Naruto and stop him speed blitzing since he is incredibly fast himself. He definitely won't be able to out pace Naruto but he can stop himself from getting blitzed. 3rd Raikage has no scar so Naruto will have no where to get the idea of using his own attack against him from. On top of that he is Edo.
