Kisame wins this high diff

--he absorbs the raikages shroud through Samehada and can attack him effectively. And can also repair himself through Samehada feeding him the chakra, moreover samehada absorbing his chakra would completely nullify the effects of hell stab

--he forms the water dome and proceeds to suck the raikage dry, overwhelm him and kill him

--GSB can also be used, which proceeds to suck the raikages chakra even more leaving him defenseless this allowing kisame to finish him off

--blitzing is also never happening and through the use of water prison immobilizing him and Samehada absorbing his shroud again, means that the raikage is not winning

1FN cuts Kisame clean in half so fast no blood would be seen.

What is stopping the 3rd raikage from blitzing kisame with Raitoningu Sutorēto ?

The fact that Samehada would absorb his chakra making the attack far weaker.

Even if the Raikage's shroud is put down, he'd still beat the shit out of Kisame if he entered CQC with him due to superior strength, and durability. Even without the Raiton Armor Kisame can't hurt the Raikage with his Suiton or Samehada's attacks. If the Raikage separates Kisame from his sword before he fuses with it, then he should be able to win this.

If Kisame fuses, Raikage doesn't stand a chance.

IIRC, the 3rd Raikage has no speed feats suggesting he is faster then chakra shrouded Bee; which Kisame and Samehada were outmaneuvering quite easily. With that being said, every time the Sandaime comes within Samehada's absorption range; his lighting armor gets absorbed; which pretty much nulls the nukite and any major threat Kisame is faced with. I don't know what else is there to say, TAC. Kisame drained the Hachibi and Bee of nearly all their chakra, and should not have too much trouble replicating the same feat against the 3rd Raikage who has roughly the same chakra pool. If things get sticky somehow, there is always other tactics Kisame can utilize too, obviously.

Kisame beats him the same way he beat Bee. Literally, the exact same way. Low diff.

I say Kisame mid-high diff. I see this fight going a similar way as to Bee's fight with Kisame. Kisame has shown outstanding reflexes and durability. Being able to drain the Raikage's chakra enables not only Kisame to actually do damage but also dulls some of the blows dealt to him. Kisame gets pretty technical too, utilizing his surroundings and making it own to increase his arsenal and utilize clones. I see him winning more times than not.

Kisame beats the 3rd Raikage with no more than mid difficulty.

-The third Raikage speed shouldn't be an issue for Kisame, since he was reacting to Bee, and his samaheda was taking 6 tails worth of chakra off bee with one swing. Without the Raiton shrowd, THe raikage's nukite won't damage Kisame anywhere near as much. A few swings of Samaheda will leave the raikage drained.
-Water clones can be used as a distraction, to possibly catch the 3rd in the Water prison jutsu.
-The third raikage has immense durability, but once his chakra levels reaches zero, he should die.
-There's also the Water dome, and GSB. If Kisame uses the Water dome early and fuses, the 3rd Raikage gets shat on.

Yes lets act like Kisame magically shoots a huge water shark then that shark magically becomes a Water Prison. Are you trolling?

And you're the same guy who made a thread stating that most Akatsuki members are Jounin level.

stahp the wank, you know that the 3rd isn't just going to instantly get up after getting hit with a Daikodan. Kisame can easily make a Suiton Bunshin to pursue the Daikodan until it stops and then use Water Prison on the 3rd once he's down. The fact that this is a cave makes this battle 10X easier for Kisame.
