Samehada allowed:
1. Kisame trades hits with Raikage but Kisame outlasts him due to Samehada recovering him.
2. Kisame plays defensively and Raikage goes in, his chakra keeps getting sucked (deja vu from Killer bee vs Kisame anyone?) and eventually is in no condition to keep his raiton armor / whatever jutsus up, Kisame kills him when this happens.
3. Raikage drowns.

Samehada is to Kisame what the Sharingan is to a Uchiha/Kakashi, you take out a lot of their usefulness if you ban them.
