for tobirama and minato, most VS matchups end regardless if they tag their opponent anyways, so I donʻt see how thatʻs unfair.

Raikage solos in 1st scenery, nobody can hurt him physically without intel. He tanked a bijuidama from Hachibi (tanked, not dodge). Raikage has much more stamina based on feat

A combination from all the Hokage attacks puts him down: Large Fūton + Large Raiton + Tsunade punch + Suiton: Suidanha + Rasengan.

Realistically, both Tobirama and Minato can give the 3rd Raikage a High-Diff fight individually, if not win. They tag him (Which wouldn't be too hard since he relies on his durability more then his speed) and spam him with Rasengan (In Minatos case) or Suidanha (In Tobiramas case) until his durability eventually gives in. Tobirama has a large chakra pool so it we don't be hard to win that way, Minato is a toss-up.

rasengan doesnʻt have to be anywhere near the power of a bijuudama in order for it to defeat shieldless sandaime raikage just like temariʻs combination fuuton doesnʻt have to be anywhere near a bijuudama in order for it to defeat a cloakless sandaime raikage.

None of what iʻve listed requires SM. If you donʻt like BFR, then minato warps sandaime into the pond of oil in mount myoukubi, transforming the raikage into a stone statue.
