3rd Raikage vs 1st and 2nd Raikage

The 2nd Raikage is almost as fast as the 4th Raikage (since he taught that man his lightning speed technique).

He was said to be the strongest, which automatically puts him above any other single Raikage, and nothing suggests they have enough offensive power to bypass the 3rd's defences.
