Hes not overrated, the names you mentioned (madara, 1st hokage) are just a few of the names of characters, who can fight a bijuu to an exent. He's just another one to add to the list.

I dont think the raikage is overated, he's the strongest raikage, he's able to withstand naruto rasenshuirken without a scar and he's has immense speed an strength and he's able to with any jutsu(as stated in the manga)
