I'm completely aware. In fact that's the point. Knows all jutsu yet hasn't showed anything that comes close. Kakashi is closer to knowing 1000 techs than hiruzen.

he doesn't have a counter for ftg but oro is most likely more knowledgeable than shikaku.

I think it would depend who is the main Kage at the moment. When revealing Minato's past then he is strongest. While Hashirama is telling his story then he is strongest. In beginning of series before Kishi knew what he was doing then Hiruzen was strongest. Tobirama never has spotlight much so he never the strongest. But either than that then it would prob be who is most popular. right now in the Manga it's Minato. Hashirama will also prob get fans. Hiruzen would originally be just as strong as those 2 but he is not so popular or important to the plot anymore. So I would say Hashirama=Minato > Tobirama=Hiruzen. So my answer is Minato. And I like Hiruzen more and I actually don't like Minato so this is my honest answer. Trust me I'm not fanboying at all.
