Who takes it?

Gin

Shusuke Amagai
-Shikai/Bankai
-Full Knowledge
-Bakkōtō( first form)

-all have the Intent to kill
- all are 30 meters away
- None have any Prep time
- The site is fake Karakura town

I say rose would because even though Amagai would cancel out everyones zanpakuto Rose still can fall back on his Hollow mask which I think would overwhelm Amagai.

I hate battle match ups when we don't know everything from the participant...

We don't know what Rose is capable of yet. At the moment I'd choose Gin, but depending on what Rose's Bankai is it could change the entire tide of battle.

You said only his Bakkoto's first form. His first form didn't have zanpaktou negating powers if I remember correctly.
