I'm assuming Minato is a Edo in the second senario? Because giving him that alive would reduce him.
The Raikage win.
Hiruzen gets eliminated quickly and I doubt minato can beat them both at once. Unless he makes them kill each other.
Though minato can't hurt the 3rd

--Hiruzen is non factor, he gets blitzed by V2 Ay right at the beginning of the fight, and gets hid head taken off by a lariat or killed by a liger bomb

--Minato has no way of damaging third raikage, he simply gets outlasted, and with Ay here as well, means that minato gets gangbanged,

--Summons are also raped by the thirds nukite, so they are non factor as well

Scenario 2: Hokages win this

--Now that Minato has KCM, he can use the Bijuudama Rasengan (which is stated to be stronger than FRS) to breach the raikages armor, as a couple of BDR will take both of the raikages down,

--With minato having FTG and superior speed and reflexes to both of them, means that he can land marks on both of them,and take themm out with BDR just fine,

--Hiruzen is still non factor here, so he just sips tea,

Minato knows the ratio of the TBB, and knows how to use the rasengan,
logically he should be able to use it just fine,
