Shintenshin is a canonically slow jutsu. 4th Gated Lee was kicking up dust clouds from his sheer speed. Part 1 Temari was running circles around Shikamaru's shadow, and Temari isn't even a character based around speed. Tenten is there to pester Shikamaru with weapons if he somehow lands a Kagemane.
