Base on latest anime. It shows the leaf suspected the uchiha were behind the nine tail incident, but back then there were no ems user at all, and konoha were basically suspecting uchiha in general, not "ems users".

And there's only one ems user ever existed(aka madara)

You don't know if there were any Mangekyo Sharingan users at that point in the uchiha clan. There could have been several and most likely were. The reasons being are that Itachi said himself in the Uchiha history many people killed their closest comrades and acquired the Mangekyo and some even killed their siblings to make their vision permanent(not go blind). Its really dumb to think only Itachi Madara Inzuna Sasuke Obito had the Mangekyo. There wold be no need to mention others because their story would not developed the plot of Naruto and they are meaningless if mentioned.

Both Madara & Obito have shown to be able to control Kurama with just 3 Tomoe Sharingan.

OP, Obito and Madara used the 3-Tomoe because they already have the Mangekyou Sharingan.

ofc the uchiha occular powers have the power to tame the 9 tails. the "MS" allows the user to control the 9 tails but that does not exclude a basic sharingan since sauske had a 3 tomoe sharingan and was able to surpress kurama in naruto
