well madara said he awakened the rinne near death and the sharingan and mangekyo are awakened by going through the pain of losing someone or a strong change of emotion.. maybe the fear of death was a strong enough emotion to awaken the rinne..

Sage used in'youton to create the tailed beasts. Its a form of release meaning there are more than one jutsu in that style. Izanagi wasn't used to create the tailed beasts
