Restrictions: Genjutsu
Location: Valley of The End
Note: I think that at this point, Naruto's Rasengan is stronger than Dark Chidori (because 1T Naruto's Rasengan is as strong as Dark Chidori), however, this is just a thought and therefore, don't quote me on it.

Orochimaru stated that Sasuke at the beginning of Part 2 was stronger than KN3 Naruto. Hebi Sasuke is even stronger since he absorbed Orochimaru. In Scenario 2, adding Lee only tips it in his favor even more. Sasuke wins both scenarios.

It was obvious he was trying to make Naruto as angry as possible. The second Sasuke's name was mentioned he started transforming in to the 3 tailed Kyubi.

Orochimaru showed fascination in Naruto, and wanted to see what would happen if he kept provoking him. It is especially made evident throughout their fight, because Orochimaru comments on how fascinated he is in Naruto while fighting. Orochimaru is a curious George after all.

Also worth noting that 3t Naruto neg diff'd Kabuto, and 2t Naruto made Kakashi shit himself just putting the tag on his forehead. Hebi Sasuke would take this extremely high diff if anything.

Does any of these mean that what he said is false? No. And there is no evidence that allows you to imply that its false. The only reason you are arguing whether its true or not is because you don't think it is, not because there is evidence in the manga that would contradict his statement.
