If Gaara can catch the 3rd with Sand (and he can), then Hashi can do it with Wood... except the Wood will be stronger and by the time the 3rd has started to break free Hashi will have summoned giant wood creatures, be in Sage mode, and standing atop a gigantic summons, wailing on the Raikage from a great height (while he breathes in spores that will finish him). Raikage needs time to power up fully too remember for max speed, and Hashi creates a forrest in an instant.
