3rd Raikage never tanked a tbb before, according to hachibi he and the raikage already collapse due to fatigue in their fight. Hachibi still had tbb at his mouth at the time.

I don't think any shinobi but a biju/jinch can tank a tailed beast bomb.

On paper they both showed their own end of their failures when opposed with something they failed to defeat but the idea is that domu is stronger.
But I would not go as far as to say that he can tank a bijudama, no shinobi besides a jinchuuriki is able to do that.
He does have a tough body for sure but Op is strictly talking about lightning armour, not so much so 3rd Raikage Ay himself.

If he's talking about 3rd Ay's body without lightning armour than he is not more durable. Ay prides himself with the best lightning armour defense.
If it's with lightning armour than he wins.

Is this even a question? Yes, kakuzu is durable, but the 3rd raikage literally tanked the same rasenshuriken that killed kakuzu. Not to mention the 3rd raikage has elemental disadvantage to rasenshuriken wind chakra while kakuzu does not. There is a reason the 3rd raikage's body is hyped up multiple times as being indestructable, he is in another league.

Temari wasn't using that technique alone though. She had at least 6 fuuton users to back her up as I remember. She was obviously the strongest among them, but still.
