I don't think Gaara has been nerfed because his sand's speed and strength continues to increase. Compare some of the attacks that managed to break through Gaara's defence with some of the attacks that have been blocked by Gaara in Shippuden.
On the other hand, Temari has been nerfed. In part 1, she had the destructive power to destroy a large segment of a massive forest but in part 2, she hasn't even used that move even though it is hinted that she can spam it casually.
