It maximizes the sage chakra for the person they are fused to and allows them to access Sage Mode. This allows Fukasaku and Shima to continuously gather sage chakra for the user, as he cannot do so himself while on the move, thus eliminating the weakness of exhausting all of his sage chakra in battle thus allowing the user to enter Sage Mode without having to stay still. Even though it only mentions wind and fire combos, it's still a combination of it's own (wind and water), so right now it would be water vs water (of a lower rank) and wind vs lightning (of a lower rank) in which my combo would easily win and continue towards BOTH of you (as it's large). I don't need to know that you were trying to do this, I started using to attack you, and it turned into a defense and attack. Also, you hardly have any time to defend as I used it as you were taking your sword out. Directly afterwards, I use:
Chidori Senbon (1000 Birds Needle)

Descripton: Chidori in the form of needles that can be thrown to pin down an opponent or
to injure them.
The senbon follow up the water jutsu, some combining with it to make a water/wind/lightning combo, and some coming after it as a surprise attack since there's no way you can see the senbon coming through that giant water jutsu.
