nice question... i think then dust release isn't perfect nuke after all.... maybe 2nd mizukage had an answer to it that's why he lasted and killed muu ( though he died too ).

really we can call it a DRAW...

Joki boy vs Dust release, turned into an explosion.

But I think what happened was Muu was pushing the 2nd mizukage, then the 2nd used Joki boy which made Muu to split himself to save his life. From there it was a weaken version of both who had less than half their own chakra those most likely pushing them to use simple weapons to kill each. Muu had two swords while the 2nd mizukage had finger bullets

muu was unable to sense the clam. so he exausted himself until finding it. after he found it, mizukage cancelled genjutsu and they fought for a while. since mizukage also had the liquidfying ability he might've defended against the dust release in his own way.
after a while mizukage used jockey boy, muu did everything he could but he couldn't prevail. he then split himself apart one of them went for a suicide attack with jockey boy. and the other went for the real one since he can be sensed now.

mizukage is weak because of jockey boy, muu is weak because of splitting.

they made their moves and killed each other and jockey boy killed the other half before being dispelled.
