Definitely Eminem imo. Pac's stuff was too basic at times (which isn't all that bad). Pac is 70% movement, 30% skill. Imo Nas, Em, GZA, Mos Def just to name a few > 2 Pac.

Terrible comparison, they're so different in approach.

I choose 2pac though, he helped bring Hip-hop to the mainstream and helped it be as big as it is today. Not to mention he inspired the best rappers in the game today, Kendrick and Cole. He was also one of Eminem's influences along with Nas when he came up.

For me, Tupac and Em can be considered like the Marlowe and Shakespeare of rap. 2P was the more talented, but died young, so never reached his full potential and then you have Eminem, less (but still very talented at his peak) who has gained more recognition partly thanks to his actually still being alive.
