Sasukes eye isnt technically a rinnegan. Also noone has ever had more than one tomoed rinnegan at a time, so there is nothing that suggests sasuke can get another one.

Kishi just needs to make sasuke randomly unlock another tech to use.

Madara said it was the Rinnegan and it's not the Juubi's eye because Sasuke's eye has less tomoe and is a different color.

yeah maybe he will unlock a second rinnegan. But he also needs to learn more about the eye, and by being in battle vs madara he would have learned more about it. But just like orochimaru said, sasuke's powers aren't at full yet.

He indeed said that but the amount of clones he made increased once he got both eyes.

So what will bith eyes do for Sasuke?

Increase his range?

It has actually been shown as being both red and purple. The only eye it can be compared to is kaguya's third eye which hagoromo called a "sharingan". But in reality its obviously neither a rinegan nor sharingan, its a completely new dojutsu with a new ability.
