Kisame wins. Kisame has more strength and chakra. (Kisame has one of the largest reserves in the whole series)

The difference between the two is samehada, chakra, and s/t ninjutsu.

I think Tobirama will win cuz he has strong suiton jutsus even without water source. Kisame in the contrary must create water source to have strong suiton jutsus. That shows that Tobirama is better with the control of water element

....on the strength of him pulling the water element out of thin air, I don't think Kisame can do that, and Kisame is one of my favorite characters.

tobirama wins whether kisame has samehada or not. his suiton is far superior to kisame and it is much more versatile.
