Itachi story is full of failure. He was used like a marionette by the elder to kill his own people. Then he was used by akatsuki to catch the beasts. And last but not least he is responsible for Sasuke's criminal behaviour. He was doing everything to built Sasuke up as a hero. I guess that didn't work out that well.

The guy did absolutly nothing relevant for the safety of Konoha. He didn't beat any high caliber shinobi. He didn't create any jutsu. He was nothing more then the one-eyed king among the uchiha. I mean seriously!

And on the other side we have Tobirama. A guy who fought all day against top notch uchiha like Madara and Izuna, creating S rank jutsu and being the best water element user!
