I think cause we don't know that much of the 2nd Hokage, but we do know he was very good at water jutsus and he had s/t he might be able to pull it off. The 2nd Mizukage is also very good though, if the hokage falls prey of the clam he might win as well.

I pick Hokage. He had Edo Tensei, crazy water jutsus, and according to Minato was very skilled in Space-Time Ninjutsu. I don't know about you, but coming from Minato that has got to mean something. Tobirama was a badass sensor too, by placing two fingers on the ground the clam and the Mizukages locations are exposed.

My guess is that just like Suigetsu is able to join himself to any body of water around him Tobirama was able to do the same. But unlike suigetsu Tobirama is able to create water from nothing so it's possible that he could teleport to any place he created water.
