i think he was getting old i mean i think hashi was kage till around 45 and he got the title when hashi died plus not many people would attack with hashi and madara around he didnt really have the circumstances to make a name till he got ass handed by some 15 ninja probably after a really tough mission and old age

it wasn't 15 random ninjas it was people from the hiddan cloud and im pretty sure i read somewhere ginkaku and kinkaku was in the 15 man team.
