1. Why was there no rinnegan user before Madara? I mean, there is rather a low chance that senju and uchiha did not you know tererere-boom.
2. Is rinnegan capable of casting genjutsu?

1) It's irrelevant if it's Senju+Uchiha or not, it needs to be Asura's + Indra's chakra combined in one body

2) Sasuke's is capable, it's unknown if the others are.

its indra+ashura. the clans come from them so its better to have the bodies like hashi cells.

ive only seen tomoe rinnegan do it but since madaras eyes are his own he must be able to.

2. I believe so. Sasuke did cast genjutsu from his rinnegan eye, then again IT is cast by rinnegan or juubi eye.

Cuz they were weak, unlike Madara

Rinnegan can learn any jutsu.. so Yes.. [Ex: Nagato casted some genjutsu barrier]

Madara was the first one to awaken the EMS, which is why he was able to read the tablets instructions better to obtain the rinnegan.

Apart from this just combining senju and uchiha powers are not what is needed to obtain the rinnegan, else danzo and obito would have also obtained it. What is needed is the combination of Indra and Ashura chakra and once you get the rinnegan through the transmigration merging you can easily obtain the third eye by going close to the moon
