hmmm. don't think so .. obviously Karin didn't know how to use them as well , But it Was a moment when she released her full Power..... and Nagato had that Moment long ago ( with yahiko's death- he released his full power, but He didn't release those chains )... I can only think that This Uzumaki Power came up to Kishi's Mind , Long time after Naruto started .. Probably in those chapters when Kushina appeared ,,,, that's when Kishi made this power ,as the power of Uzumaki .

I'd say its just for the uzumaki women. and thats why naruto and nagato never used em. and what obito and madara used are the demonic chains of the outer path, which require rinnegan.
