Luffy's mother has to be dead. I can see no way of her being alive and Oda not hinting/foreshadowing her. Plus, it serves as a greater cause for Dragon to be against the World Government.

Probably they got her killed for some unknown reason. Possibly because she was related to Gol D Roger?

[ All people related to Roger, were killed. it was stated in the manga ]

As for Garps' wife, i dunno.................could be Tsuru? or an unknown marine Lol

Doubt we will ever go too much into Luffy's grandma.

Luffy's mum however i'm hoping was also a revolutionary or something like that.
The most obvious one would be she was killed by the WG for something (void century interference maybe?) and that is the whole reason for the revolutionaries being born.
