people with great speed.. and people who have great ranged attacks or can extend their body like Orochimaru...

people with great speed can blitz him or just outmaneuver him.. like Kakkashi or Minato

people with great ranged attacks can just sit in hiding and pummel him - like whats her face did with the paper bombs.. if she launched that attack ranged she could have just left after he used Izanagi
