Fukasaku and Shima are both Kage level ninja when combined, there's no contesting that. They have the experience, wisdom, huge scale jutsu of any respectable Kage and they're the sole reason that Sage Naruto is always heavily underrated.

When summoned in the series we've mainly seen them only be used to maintain sage mode so we're removed that handicap and now the two toads are going at it by themselves much like their directional attacks in Jiraiya's Storm awakening.

Who do they win against? Don't just pick the weaker Kage, actually consider the movesets. Danzo? Tsunade? Kakashi? Rasa? Mei, Darui, A, Chojuro or Kurotsuchi?

Hokage Tsunade Kakashi Tobirama Hiruzen Danzo Mizukage Chojuro Mei Yagura Raikage Darui A (4th Kage) A (3rd Kage) Kazekage Rasa Gaara Tsuchikage Kurotsuchi Onoki The stricken through are the only characters I can see possibly losing, and even that's a stretch seeing as the toads have no speed feats (to my knowledge), as well Frog Song takes time to charge. The majority have long-mid range jutsu that can suffice in killing the two toads.

It's hard to gauge them in relation to actual ninja.

Frog Call is going to spell doom for the weaker kage. It doesn't require prep and is cast as quickly as the user can emit sound their mouth

It is sound based meaning conventional methods of defense will be useless. Furthermore this jutsu is potent enough to stop near boss sized summons dead in their tracks long enough for

The lower tiered kage are going to have a lot of trouble, but I don't think that they will lose. Darui, Chojuro, and Kurotsuchi if anyone will be the ones to lose.

Frog Song/Frog call was not the genjutsu used in Jiraiya vs Pain. That's a different technique, so he is wrong...frog song does not take prep time.

No it's actually pretty easy to get confused! Most of the mechanics are similar, and it even looks like it. The top scan shows Toad Chant, which is the jutsu that requires prep. You can see the build up in their throats as it droops down and expands compared to the other one.

Frog Song is the actual name of the paralysis/attack one.

The genjutsus english name is Demonic Illusion: Toad Confrontation Chant, v. easy to get mixed up since Frog Song doesn't even seem to be that chakra-based and is just a very general ability they use.
