I think he can only save people on the verge of death, i think those who are already dead have no chance of being brought back.

Nagato's ctrl z no jutsu was weird enough but I think they should stay dead. If would be another pointless war if they brought them back to have ramen with Naruto and discuss things like "Hey Naruto-kun, remember when I jumped in front of you getting stabbed by multiple spikes saving you?"
