Hm IMO , If it actually did I think you'll get burned before you actually get electrocuted sorry for bad spelling >_<" , Im pretty sure you would have 3rd degree burns , and also IMO I think to paralyze some one with lightning like a tazer or something... i think you would have to control it in some kind of way that your not burning them but shocking there muscles so that they dont move :shrug: i could be wrong

If I was standing there, and a weak, D-Rank jutsu came over and shocked my foot, wouldn't it numb my feeling for a moment, possibly paralyze me?

so your saying d rank only paralyzes ? and others burn or no o_o , i thought we would use lightning from actual life that burns more than it electricutes sorry for bad grammar , I Would take advantage by either going towards you with tai , or using some elemental jutsu's
