While the 1st Raikage may of had the power to destroy countries, Bijuu Mode Madara is, essentially, a demi-God. One meteor is enough to crush a village, let alone two. Then there's his ability to use Shinra Tensei.

Honestly, the only things holding him back from completely destroying the planet are 1. he's a cocky egotistical arrogant man, and 2. he needs the planet to accomplish project Tsuki no Me.
