A lot of things have been stated in the manga that were proven to be untrue later ,there is no way in hell 3rd hokage was stronger than even the fourth raikage. Words and data books < what is illustrated rather than spoke upon in the manga

If third really was strogest hokage, and he chose minato for hokage seat when he was in his middle 50´s. Jiraiya was about same age, and didnt show marks of weakening at that age. Dunno if that really means fourth was really stronger at that point but he was very young and surely did got stronger, how much is depending on time how long he got to be hokage before he died.
