Something big is going to be announced since you do those things at Jump Festa. This has nothing to do with an English dub as the Japanese have also been talking about it. This is for the Japanese audience first.

Who the hell says it has anything to do with Kishimoto? It could very well be the announcement of a new movie or anime that he doesn't have any real personal involvement in. If you are going to announce a new Boruto anime or the continuation of the series with the new gen, Jump Festa is the event you do it at.

There is a Naruto event starting at 3:00 at Jump Festa. This countdown was tied to Jump Festa since it ends exactly as the event takes place. That is why it was never about an English dub or something minor.
