2. Edo Madara - im pretty sure Madara before he died was just as strong, a little weaker because kabuto said he is stronger than he was at his prime.
3. 1st hokage - he did beat madara but that was before madara acquired the rinnegan, if they were to fight now madara will win.
4. Itachi ( not a fanboy by the way, hes just that strong)
5. 3rd Raikage - so minato defeated 50 ninjas in a second, this guy fought against 10,000 ninjas for 3 days, i dont know if he killed 10,000 or just fought 10,000. either way pretty f***!@$ monstrous.
6. Minato - this is a reasonable spot
7. Nagato - beat both naruto and jiraiya while they were in sage mode
8. Sasuke
9. Danzo
10. Jiraiya and Orochimaru - Oro at his prime of course.
The reason i didnt include naruto is because you said no demons or bijuu. so i assume naruto cant go into kyubi mode. he would have never beat nagato if he didnt lose control of the 9 tails. sage mode alone couldn't beat nagato and i doubt he'll be able to beat the 4 below nagato. however, if he can go into kyubi mode i'll put him in #3 but he still wouldn't be able to beat the 3rd raikage. remember he ate one of naruto's shuriken rasengan.
