I don't see why tsunade couldn't. Yin seal does not increase physical attributes so i highly doubt sakura's speed had grown drastically between the Pein arc and war arc. Atleast not enough to completely outclass tsunade in speed when he got zero power ups physically.

At best i'd put her speed some what on par with tsunade i wouldn't put her speed above tsunades to the point she cannot avoid things that sakura can.

I remember when this feat first hit the base, people claiming sakura's speed was above Hebi sasuke, Sm naruto, Kcm naruto and so on. simply because naruto stated they were fast.

fair enough though you can say by feats, sakura takes it, if of course you use feats

Sakura fought Madara ? One punch failed almost died got saved froze twice against Madara

Tsuande fought Madara held her own and got beat after some time not auto fail like Sakura

As for her fight abilities and as kunoichi in general, I dont think so. Tsunade is a better fighter.
