People seem to have this idea that with each tomoe, a new ability is prescribed to the Sharingan, despite the fact that this has never been shown in the series to be true. People usually reference Sasuke's lack of genjutsu use before his Sharingan's maturity, or a lack of any genjutsu/copying use with 1 tomoe.
The Sharingan is something that matures, meaning that it gets better over time, not that it earns new abilities as time goes on. The Sharingan has prescribed abilities, and their pristine and best use is shown in the 3 Tomoe, but these abilities are not *restricted* to the 3 Tomoe.
The Sharingan has been prescribed abilities by the manga and has never been said to not be capable of genjutsu, copying, movement reading, or any of that shit until it's third stage. All of the abilities are there, and merely require training.
When Sasuke first awoke *HIS* Sharingan, his accuracy with Shuriken improved, forcing Itachi to turn around and deflect the kunai, which failed as one knocked his headband off. All of the Sharingan's abilities are provided since it's awakening, but they won't be as proficient as someone who has their third tomoe.
Merely assuming that they aren't available at 1 Tomoe out of your own convenience is just childish. The Sharingan merely becomes more precise and powerful, abilities aren't added as time goes on, merely improved.
