An 8 for me. We've seen quite a bit of backstory from him and he's a very skilled and experienced Shinobi. He also left a cool first expression on me during the kage summit arc.

7 - He's a pretty cool character. Fierce, fast and strong but sometimes his ideals are just weird i.e. he even thought about killing his brother Bee to delay the arrival of the Hachibi.

6 for being the second or third fastest shinobi, have uniques nintaijutsu style. But for a kage level, I am disappointed for him as he has just lightening armor, fast speed & nintaijutsu - thats all.
