Kisame's Suiton AoE is sufficient enough to counter Obito's. Kisame destroys Obito in the first scenario. Second scenario is a toss-up, Kisame can create some Suiton clones to fake Obito out, whilst in Water Dome he can sense when Obito leaves and enters the Kamui dimension and make a precision attack.

Not fair when a character solely relies on a single technique, only to have it taken away [eg. kisame & his suiton].

"Stages" mean nothing, it depends on how he uses his powers.
